Cigarettes Tax Plan May Push Limit for Voters
Increasing majority of California non-smokers have been easy to convince the past to increase taxes on cigarette products – first of 25 cents a pack in 1988, then another 50 cents in 1998.
Proposal 86 would stimulate the cigarette tax again, but it may test the limits of what voters are willing to do for smokers, a dwindling minority who slipped to only 14 per cent, one in seven adults in the state.
